Foreign Media Production In Vanuatu
Under Section 6(2)(1) of the Vanuatu National Cultural Council Act [Cap.186] all foreign media production including video, stills photography, audio recordings and research in Vanuatu falls under the management of the National Film and Sound Unit of the Vanuatu Cultural Centre, which must be notified of any intended media production activity in the country.
There are many individual Rules under the Act intended primarily to protect indigenous knowledge and kustom, and to respect and maintain the privacy of ni-vanuatu through-out the country.
Non-indigenous 'residents and citizens' can also be considered 'foreigners' on questions of ni-vanuatu cultural identity and practices and protections under the Act, hence the same Rules apply as foreign visitors and media - unless you have an indigenous ni-vanuatu birthright.
The use of RPAS (Drones) fitted with a camera / recording device falls under the management of the Vanuatu National Film and Sound Unit and are required to be Registered with the Vanuatu Cultural Centre Film and Audio Dept. prior to use.
Drones are considered 'Flying Cameras' capable of performing a multitude of 'Recording' functions, from video, photo to audio with the capability to intrude into Taboo areas, record ni-Vanuatu without their knowledge and/or permission, infringe on 'Kustom Copyright, record sensitive cultural knowledge and potentially injure people and cause damage, hence the Vanuatu National Cultural Council has required since May, 2017 that all RPAS under the Jurisdiction of Section 6(2)(1) of the Vanuatu National Cultural Council Act [Cap.186] MUST be Registered.
The good news is the drone.vu website has been specially developed to help you comply with the Cultural Council requirements and complete your RPAS and Pilot Registration on-line. It is very easy to use and most Registrations are fully complete between 15 - 30 minutes with allowance for Paypal verification.
